A high gain low power repeater is appropriate at urban place, where the tower is nearby your building. However, in rural area, you need high gain high power repeater, as both inside and outside signals are weak.

Cell Phone Repeaters work well with fixed structures, as the difference between outside and inside signal antennas are stable and you can install repeaters with fixed amplifying parameters. So, there is no oscillation taking place that avoids any noise disturbance.
